City of Mandaluyong · Environmental Management Department
Mandaluyong,
Malinis Araw-Araw
Kababaihan ang Katuwang sa Kalinisan
The city's own clean-up programme — and Trash to Cashback, where sorted waste becomes real, redeemable value for the family that sorted it.
The challenge
The law was never the problem.
The daily habit is.
RA 9003 (2000)
The Ecological Solid Waste Management Act makes the barangay the front line of segregation and diversion — and asks for records to prove it.
Ordinance 668, s. 2017
Mandaluyong's own rule: no one puts waste out before the collection arrives. The policy is clear; the daily habit is the work.
The gap
No reason for a household to sort, and no measure of what was diverted. That is where Trash to Cashback begins.
residents live in the eight barangays of the first phase — that is the size of the opportunity.
The answer
Five pillars. One closed loop.

1 / 5
Segregate
Sort at home: paper, plastic, glass. Clean and dry.

2 / 5
Exchange
Bring it to the barangay point and have it weighed.

3 / 5
Redeem
Redeem Environmental Points at partner stores.

4 / 5
Collect
Collected and transferred — every kilo on record.

5 / 5
Recycle
On to the recycler, and back as new material.
Take away any one pillar and the loop stops turning. Trash to Cashback is an incentivised segregation-at-source programme for residents, barangays, businesses, and the buyers of recovered material — all at once.
The proof
Mandaluyong is not starting at zero.
Every figure here comes from a weighed, recorded exchange — measured, never estimated.

Kababaihan ang katuwang sa kalinisan
Eight out of eight.
Every one of them led by a woman.
Not a symbol. These are the people who will run the programme in their own communities — the mobilisation, the schedule, and the conversation on every street. 143,689 residents across the eight.

How it works for an Eco-Warrior
1
Sort at home
Paper, plastic, glass — clean and dry.
2
Bring & weigh
At the barangay point; recorded on the spot.
3
Open the app
TTCB Eco-Warrior holds your EP and full history.
4
Convert
Pick goods, convert EP with your PIN — a Store Pass is issued.
5
Redeem
Show the Store Pass; the shop scans it and hands over the goods.
Redeemable at partner stores — a reward, not money. In Mandaluyong, 200,525 kg became 354,276 EP: about 1.8 EP per kilo on average, varying by material. A Store Pass is locked to the store you chose and has a time limit; anything unused returns to your EP.
The community
Mandaluyong’s own programme.
MandaLINIS — empowering every barangay through waste segregation, circular economy and climate resilience. Week after week, barangay by barangay, the same five pillars, run by the people who live there.
Make it a game
The Eco-Marathon
Trash to Cashback’s nationwide engagement programme — recycling turned into something you can play, on top of the everyday exchange. Join as a person, a family, a school, a barangay or a business, pick a path, and keep the habit going. Two ways in, one goal.
Eco-Challenges
Take on a time-bound challenge as an individual or a team — follow the mechanics, finish it, and earn your rewards. Sponsors can back a challenge and track it from their own dashboard.

What BEST / TTCB runs
- Orientation & IEC
- In every barangay before the first exchange — and the partner stores briefed as front-line advocates.
- The exchange points
- Trained crew weigh each material, encode it, tag the source, and credit EP on the spot — at a fixed centre or a weekly pop-up.
- Scales & the record
- Calibrated weighing and the digital system at every point, so every kilo is measured, never estimated.
- Collection & transfer
- BEST's own trucks bring the material in, and every kilo is tracked from batch to retirement.
- Stores & the monthly report
- Sign up partner stores and set their lists — then hand CEMD and each Punong Barangay their kilos, exchanges and EP.
Two ways to run a point: a permanent exchange centre in the barangay, or a weekly pop-up where there is no space. Six exchange points are on record — three live and three ready to reopen as the barangays come on.

Three surfaces. One record.
This is the redemption side of the programme — how Environmental Points become goods. Earning happens at the exchange points on the map; here is what a warrior, a store, and the programme see when points are redeemed.

Interface preview · the app and Store Pass launch with the programme on 15 October 2026. Warrior balance illustrative; the TTCB Mart figures are from the live directory.
All three read from the same redemption record. What the Eco-Warrior converts, the store accepts, and the programme pays out — one ledger, no separate list.
Two ways in. The national bXTRA app already lets anyone in Mandaluyong shop these partner stores and earn bXTRA Cashback. And for this programme, a dedicated app launches with it on 15 October — Trash to Cashback for Mandaluyong, by TTCB — the three surfaces above, built around the city's own exchange points and the eight barangays.

Why it matters. Under RA 11898, the EPR Act of 2022, producers answerable for their plastic packaging need evidence — a record, verification, an audit — and that can only be made where the material is weighed: in the barangay. EPR should strengthen the system a city already has, not build a parallel one. The eight barangays are that system.
